CMS Releases Data on American Rescue Plan Spending

On December 12, 2023, the Centers for Medicare and Medicaid Services (CMS) released information on how State Medicaid Agencies have used the enhanced funding for home and community-based services (HCBS) provided by the American Rescue Plan Act (ARPA). According to the CMS data:

  • The spending plans that outline how states use the funding propose $36.8 billion in new spending on HCBS.
  • $24.6 billion of the spending is allocated to direct care worker recruitment and retention activities, which are underway in all 51 states and the District of Columbia, including:
    • One-time bonuses or pay increases in 31 states;
    • Time-limited rate increases in 27 states; and
    • Comprehensive rate studies to determine the cost of delivering care in 14 states.
  • $4.3 billion in workforce training activities across 35 states;
  • Twenty-one states reducing waiver waiting lists at an expected cost of $2.6 billion; and
  • $2 billion to address housing-related services across 24 states.
