CMS Home Health Final Rule
November 7, 2024On Friday, November 1, 2024, The Centers for Medicare and Medicaid Services (CMS) issued the Final Rule regarding Medicare home health services payment rates for CY 2025. The final rate cut is 1.975% in contrast to the proposed cut of 4.067%. Continuing rate cuts raise concerns about ongoing access to home health care services as there has been a deterioration in access since PDGM began in 2020. Medicare requires CMS to make permanent and temporary adjustments intended to ensure a budget neutral transition to the PDGM payment model. The Final Rule also includes changes to the Home Health Quality Reporting Program and the Conditions of Participation.
