NAHC Wants Proposals for Summit to Solve America’s Long-Term Care Workforce Problems

The National Association for Home Care & Hospice (NAHC) is extending a request for proposals (RFP) from all interested stakeholders to organize a coalition-based Workforce Summit that will develop evidence-based strategies and solutions to address the workforce challenges faced by the industry.

The Workforce Summit will be a catalyst for change, providing specific ideas, plans, and agreements to address the specific workforce challenges affecting the industry at a time when the need for services is only expected to exponentially grow.

Proposal submissions are due February 7, 2020 and should be addressed to NAHC Executive Vice President Andrea Devoti at andrea@nahc.org.

NAHC is seeking an individual or team to:

• Perform a comprehensive literature review and search of recent media on the topic;
• Synthesize associated data relevant to the home care and hospice industry; and
• Determine/evaluate the need for one or two workforce summits, one for registered nurses, CRNP, therapists of all types, and other workers; the second summit for the home care aide workers, whether certified and trained for home care, hospice, rehab, or other specialties, or direct care workers employed either by an agency or individual performing personal and or attendant care.

The scope and goals for this work are:

1. Identify the global workforce issues and opportunities pertaining to the home care and hospice communities and delivery of quality services in light of demand for home-based care projected to exceed the workforce supply. Topics should include but are not limited to:

• Aging demographics
• Workforce demographics
• Unemployment rates
• Limited pool of qualified caregivers
• Work environment
• Challenging nature of work
• Compensation affected/controlled by third-party payers
• Forecast of need
• Discipline distinctions
• Stakeholders
• Timeframes

2. Identification and rationale of who (industry or group, not individual people) should attend the Workforce Summit to ensure success, including but not limited to:

• Employers
• Workers
• Unions
• Government
• Payers
• Legislators
• Regulators
• Educators
• Others

Rationale should include, at a minimum, the merits and demerits of each party’s involvement, the perceived contributing value, and a detailed explanation of the role of each participant.

3. Development of a proposed budget for the project, including anticipated sources of funding.

• What are the available sources?
• How do we access the funding sources?
• Merits and demerits of various sources.
• What process should be used to secure funding?
• Potential sources:
  • Industry
  • Foundations
  • Government grant/contract
  • Others
• Joint/shared funding

4. Creation of an agenda for the proposed summit and specific goals.

Once again, proposal submissions are due February 7, 2020 and should be addressed to NAHC Executive Vice President Andrea Devoti at andrea@nahc.org. The top proposal will be selected by February 21, 2020 and the final development paper will be due on June 11, 2020. The Workforce Summit is tentatively scheduled for November 17, 2020.
